Research on Integrated Development of Sci-Tech and Industrial Innovation is compiled by XIPU Institution of Xian Jiao Tong-Liverpool Univeristy. Taking Suzhou as an example, this report deeply analyzes the current situation of the integrated development of scientific and technological innovation and industrial innovation ("two innovations"), summarizes the differentiated characteristics of "industry chasing innovation" in traditional industries, "innovation integrating into industry" in emerging industries, and "innovation driving industry" in future industries, and concludes three integration modes: industry-university-research collaboration, leading enterprise leadership, and innovation platform empowerment. These characteristics and modes are universal in many industrial cities. It accurately diagnoses the common key problems faced by cities represented by Suzhou in the integration process, such as insufficient enterprise leadership, low platform empowerment efficiency, low factor allocation efficiency, and institutional and mechanism obstacles. Drawing on the experience of Shenzhen, Shanghai, Hangzhou and other places, it puts forward targeted countermeasures and suggestions, including promoting the linkage between basic research and industrial application, facilitating the precise allocation of factors, deepening the two-way empowerment of chain-leading enterprises and industrial ecology, and ensuring the coordinated advancement of institutional mechanisms. It has important reference value for solving the bottleneck of "two innovations" integration at the national level.
